"Modernizar el Estado para fortalecer la democracia"

This book presents the core topics of the policy of modernization of the state of the Province of Buenos Aires. It does not deal just with the description of the administrative reform. On the contrary, it formulates a strategy of gradual and cumulative change by which different measures and projects work together in order to produce lasting changes in public institutions. It comments on the Buenos Aires State Reform understood as a gradual process that involves transformations on the institutional plane and management and also affects the cultural aspect.
The solutions to the structural problems of Buenos Aires Public Administration are presented and analyzed with full technical rigor, making this work indispensable for all those who want to understand the sets of problems of the state.
Florencio Randazzo, man of politics, points that only if this process is successful, the inhabitants will associate politics with good management, overcoming the public unease about the ruling class. The new politics must look for the fair balance between the efficiency and the pragmatism required by the management, and also it must look for its own ideological identity to guarantee its quality of being representative. That is why the book is not just a technical study of the organization and models of public management; it presents a new state model, with greater participation as a solution to the gap between representatives and people represented: a gap that grew bigger as a result of the most important social, economic and political crisis of modern Argentine with its particular impact on the province of Buenos Aires.
